The use of shipping containers as storage or buildings on private property has increased in the city. Shipping containers and similar structures pose a risk to individuals and the public because they are not securely anchored, are not served with adequate utilities, do not have fire suppression systems, do not contain adequate ventilation and generally have heavy doors or other opening mechanisms that may be difficult to operate.
