5-9-2: DECAY PROHIBITED:
   A.   It shall be a violation of this chapter to own or maintain any public nuisance or community decay.
      1.   No person shall dump, pile, or stack bricks, concrete, block, waste wood, and similar material in public view unless said material is stacked in neat piles and all waste material from the cleaning of such items, such as mortar, wood splinters, broken and unusable bricks, is removed to a licensed solid waste disposal facility or to some other location which has been approved by the city of Forsyth within thirty (30) days.
      2.   No person shall store or accumulate cardboard boxes, broken packing boxes, paper, broken shipping pallets, tires, rubble, debris, junk refuse, dead animals or animal parts, except animal parts used for ornamental purposes, or other similar items in public view.
      3.   No person shall pile, dump, or deposit any dirt, demolition wastes including wood, bricks, concrete, and other similar materials in public view, unless such material is to be utilized for fill material to fill a land depression. If such material is used as fill material, it may contain only dirt, bricks, or concrete and all such material must be completely covered with clean fill material once every thirty (30) days and the fill area adequately fenced to restrict access to the area.
      4.   No person shall store or accumulate iron, metal, machine parts, household appliances, barrels, and/or other salvaged metal items in public view.
      5.   No person shall accumulate or store any other rubble, debris, junk, or refuse that, upon investigation is deemed to be a "public nuisance" as defined in this chapter.
      6.   No person shall accumulate, leave or permit to remain outside of any dwelling, building or other structure or within any unoccupied or abandoned building, structure or dwelling under his control, in a place accessible to children any storage items, refrigerators, freezers or containers that constitute an attractive hazard as defined herein without first removing said door or lid, snaplock or other locking device.       7.   No person shall permit or suffer to be in or accumulate in or upon any yard, lot, place or premises or upon any street or sidewalk adjacent to or abutting upon any lot, block, place or premises or in any building or shed owned or occupied by him for which he may be an agent within the limit of the city, any stagnant water or impure water, refuse, vegetable decay or decaying substance, garbage or filth of any kind, nor suffer such yard, lot, place, building or premises to be or to remain in such condition as to cause or create a nuisance or offensive smell or to pollute or render unhealthful the atmosphere or the premises or thereby to be, become, cause or create a public nuisance. It shall be the responsibility of the public works director and/or a city council designee to enforce the provisions of this title. (Ord. 2015-06, 9-28-2015)
      8.   No person shall allow storage of junk or abandoned vehicles as defined in the junk vehicle ordinance.
   B.   Regardless of any provision of this chapter to the contrary if a person engages in any of the activities listed in this section as an ongoing continuous salvage business, the business shall be located in an area properly zoned for such a salvage business and shall be shielded from public view as required by this chapter.
