For the purpose of this chapter, two (2) or more rooms occupied together shall constitute an apartment, and nothing herein shall prevent the city council from permitting or requiring the owner or occupant of the premises to remove the garbage therefrom at his own expense under the supervision and control of the Public Works Director, and exempting said premises from taxation hereunder.
