For the purpose of regulating and operating the Forsyth swimming pool, a department is hereby established, to be designated the pool department, which shall be under the control and management of the city council, who shall appoint all employees of said pool department and fix their salaries or compensation upon nomination and recommendation, to be made and reported to the city council by the pool manager 1 .
