No person shall excavate any trenches for sewer pipes or open, uncover or in any manner make connections with, lay any sewer or drain, or attach or modify any appurtenances to sewer connections with sewers within the public streets, alleys or other grounds of the City, or with any private sewer or drain without holding the proper license for such work and without having first obtained a permit therefor as required and such permit shall be on the grounds at all times during the progress of the work and must be shown to any officer in authority upon demand.
