It is hereby declared the policy of the City that no water intended for human consumption, absent any filtration or purification processes approved by the State Department of Health, be withdrawn directly from beneath the ground by means of a well within the City limits. The connection of any surface water supply furnishing water for human consumption, without approved filtration or purification system by any person for himself or for another, is hereby declared to be a violation of the ordinances of the City. In such event, the Water/Wastewater Superintendent or other City employee acting in that capacity, or any employee of the Water Department or the City Clerk-Treasurer may issue a written order and deliver the same to the owner of the premises where said water connection has been made contrary to this provision, ordering that the same be forthwith ceased to be used for the provision of water for human consumption, unless the same be treated by filtration and purification methods approved by the State Department of Health.
