If proprietors of manufactories, lumber yards, halls, stores, elevators, warehouse, hotels or public buildings, wish to lay larger pipes with hydrants and hose connections or couplings to be used only in case of fire, they will be permitted to connect with the street mains at their own expense upon application to the City Council and will be allowed the free use of water for fire purposes only, under the direction of the Committee and Superintendent.
