10-1-5: METERS:
   A.   Provided By City: The Water Department will provide meters for five-eighths inch (5/8") lines at no direct expense to the subscriber. Meters required for larger service will be paid for by the subscriber. Remote meters must be installed with all meters which are in outside meter boxes or pits. The cost of remote meters will be borne in part by the subscribers, according to the current contribution policy of the City Council in effect at the time of installation.
   B.   Deposit Required: A deposit will be required for water meters installed for any entity which:
      1.   Businesses:
         a.   Does not own the real property upon which such business is operated; or
         b.   Has not been in business within the City more than one year and established a satisfactory record of payment of water bills.
      2.   Residential: The residential meter deposit rate shall be three (3) times the minimum residential rate. (Ord. 96-06, 11-25-1996)
   C.   Amount Of Deposit: The amount of deposit will be established by the Utility Clerk or the Water/Wastewater Superintendent and will be no less than sixty dollars ($60.00), nor more than two hundred dollars ($200.00), based upon an estimate of the first three (3) months water consumption by the user.
   D.   Security Deposit: The security deposit will be refunded at the end of one year, provided the user has established a satisfactory record of prompt payment of water bills. If the user's record of payment of water bills is unsatisfactory in the opinion of the Water/Wastewater Superintendent or the Utility Clerk, such security deposit will be retained until such time as a one year period of satisfactory payment has been established.    E.   Satisfactory Payment: For the purposes of this section, satisfactory payment shall mean reasonable prompt payment of water bills by the user. (Ord. 96-06, 11-25-1996)
