10-1-1: ADMINISTRATION:
   A.   Department Established: For the purpose of regulating and operating the waterworks system owned by the City, a Department is hereby established to be designated the Water Department, which shall be under the control and management of the City Council, who shall appoint all employees of said Water Department and fix their salaries or compensation upon nomination and recommendation, to be made and reported to the City Council by the Committee on water or by the Water/Wastewater Superintendent of said waterworks system.    B.   Utility Clerk: There is hereby created the position of Utility Clerk, who shall be hired as provided by the procedures set forth in the City's Charter and/or personnel policy. The duties of Utility Clerk include responsibility for the accurate tabulation and maintenance of water and sewer payments and records. (Ord. 96-06, 11-25-1996; amd. 1999 Code)
   C.   Annual Report: The City Clerk-Treasurer shall make an annual report to the Committee on condition of the Water Department and probable expenditures for the ensuing year, which report shall be and made prior to determination of the annual budget.
   D.   Adoption Of Rules And Regulations: The Department reserves the right to adopt from time to time any and all rules and regulations concerning the consumption of water, the tapping of mains, the installation of service or the acts of licensed plumbers, and all such rules and regulations when so adopted by the Department shall be certified by the Committee to the City Council and by the City Council approved and thereupon, every such rule and regulation shall be considered a part of and amendment to this Chapter and shall become a part of the contract of service of every consumer.
