8-3-1: REQUIRED:
   A.   Owner Or Tenant: It shall be the duty of the owner or tenant of any premises abutting or adjoining any public sidewalk to remove all snow and ice from such sidewalk, or as much thereof as may reasonably be removed to make the same passable for public pedestrian traffic, as soon after the accumulation of such ice or snow as may reasonably be done, and in any event no longer than forty eight (48) hours after the accumulation of such ice and snow.    B.   Businesses: Whenever additional snow and ice shall be deposited in the public street from parking lots, parking areas or private driveways operated or owned by any business, person or entity within the City, a charge will be made, to be established by resolution of the City Council from time to time, for the labor and equipment involved in removing such additional accumulations of snow and/or ice from the public streets. Off main street hours will be established to allow for cleaning of the street. This charge will be billed to the operator of such business and if not paid will be charged to the property owner and collected in the same manner as other City taxes are collected. (1-3-1978; amd.
