Before an excavation can be made for any purpose whatsoever in the streets or alleys of the city, an application must be made to the city clerk-treasurer stating the purpose of said excavation, where and when said excavation will be made, the length of time required to complete and refill said excavation and what precautions the applicant will take to protect persons and their property from being damaged by said excavation.
