The registered owner or the agent or agents of the owner shall be liable to the village for an administrative fee of $350, in addition to any and all applicable fines, costs, towing and storage fees. The administrative fee shall be collected by and paid to the village. Additional towing or storage fees, or both, shall be collected by and paid to the person, firm or entity that tows and stores the vehicle impounded under this chapter or to the village for payment to the appropriate person or entity. The administrative fee provided for in this section shall be waived by the village upon submission of verifiable proof that the vehicle was stolen at the time that the vehicle was impounded.
