(A) Charges for sewer service shall be billed monthly. The village shall render bills by the twenty- fifth day of the month for the applicable reading cycle. All bills shall be due and payable by the fifteenth of the month succeeding the month in which the bill was rendered. A penalty of $10 shall be added to all bills not paid by such date.
(B) Person responsible for payment. The owner of the premises, the occupant thereof and the user of the sewer service shall be jointly and severally liability to pay for the service to such premises and the service is furnished to the premises by the village only upon the condition that the owner of the premises, occupant and user of the service are jointly and severally liable therefor to the village.
(C) Delayed payment agreements. The village may, in the discretion of Chair of Committee on Sewer and Water, enter into a delayed payment agreement with respect to any delinquent bill. Failure to comply with such agreement shall subject the premises to the lien and termination of service provisions provided for in this chapter.
(D) Application of water service deposit. When water service is terminated, if there remains any outstanding bills or charges for sewer services rendered, then the water service deposit or that portion of the water service deposit as is necessary shall be applied to pay such bills or charges, including any penalty fees that may have accrued.
(E) When a water service deposit has been drawn down to satisfy a sewer service arrearage as provided in division (D) above, the owner of the premises, the occupant thereof, and the user, if different, shall be notified promptly through the United States Mail Service sent to the premises served by such sewer service and at the address at which the applicant and owner have registered with the village with respect to water service, if different. This notice shall specify the amount of the water service deposit having been applied to satisfy sewer arrearages, the remaining amount of the water service deposit or any remaining amounts due for sewer services for which the water service deposit was insufficient to satisfy in full.
