(A) Basis for wastewater service charges. The wastewater service charge for the use of and for service supplied by the wastewater facilities of the village shall consist of a basic user charge, a debt service charge, a capital improvement charge and applicable surcharges.
(B) (1) The basic user charge is levied on all users to recover the operation, maintenance and replacement (OM&R) costs and shall be based on water usage as recorded by water meters or sewage meters for wastes having the following normal domestic concentrations:
(a) A five-day, 20ºC biochemical oxygen demand (BOD) of 200 milligrams per liter (mg/l); and
(b) A suspended solids (SS) content of 240 mg/1.
(2) The basic user charge shall be computed as follows:
(a) Estimate the annual wastewater volume, pounds of BOD and pounds of SS to be treated;
(b) Estimate the projected annual revenue required to operate and maintain the wastewater facilities, including a replacement fund for the year, for all works categories;
(c) Proportion the estimated OM&R costs to each user class by volume, BOD and SS;
(d) Proportion the estimated OM&R costs to wastewater facility categories by volume, BOD and SS;
(e) Compute costs per 1,000 gallons for normal domestic strength sewage; and
(f) Compute surcharge costs per pound for BOD and SS concentrations in excess of normal domestic strengths.
(C) The debt service charge is computed by apportioning the annual debt service to the estimated annual wastewater volume as a cost per 1,000 gallons.
(D) The capital improvement charge may be levied on users to provide for capital improvements, extensions, or reconstruction of the sewage treatment works. The capital improvement charge is computed by apportioning the annual amount to be accrued to the estimated annual wastewater volume as a cost per 1,000 gallons.
(E) (1) A surcharge will be levied to all users whose wastewater exceeds the normal domestic concentrations of BOD (200 mg/1) and SS (240 mg/1). The surcharge will be based on water usage as recorded by water meters or sewage meters for all wastes which exceed the 200 mg/1 and 240 mg/1 concentrations for BOD and SS respectively.
(2) The concentration of wastes used for computing surcharges shall be established by waste sampling. Waste sampling shall be performed as often as may be deemed necessary by the Superintendent of Public Works and shall be binding as a basis for surcharges.
(F) The adequacy of the wastewater service charge shall be revised, not less often than annually, by Certified Public Accountants for the village in their annual audit report. The wastewater service charge shall be reviewed periodically to reflect a change in local capital costs and OM&R costs.
(G) The users of the wastewater treatment services will be notified annually, in conjunction with a regular bill, of the rate and that portion of the user charges which are attributable to the wastewater operation, maintenance and replacement.
(H) Measurement of flow. The volume of flow used for computing basic user charges and surcharges shall be the metered water consumption read to the nearest 1,000 gallons.
(1) If the person discharging wastes into the public sewers procures any part, or all, of his or her water from sources other than the Public Waterworks System, all or part of which is discharged into the public sewers , the person shall install and maintain, at his expense, water meters of a type approved by the Superintendent for the purpose of determining the volume of water obtained from these other sources.
(2) Devices for measuring the volume of waste discharges may be required by the Superintendent if these volumes cannot otherwise be determined from the metered water consumption records.
(3) Metering devices for determining the volume of waste shall be installed, owned and maintained by the person. Following approval and installation, such meters may not be removed, unless service is canceled, without the consent of the Superintendent.
(I) Basic user charge.
(1) There shall be and there is hereby established a basic user charge of $6.83 per 1,000 gallons of metered water consumption from zero through 2,000 gallons to be applied to users to recover OM&R costs.
(2) There shall be and there is hereby established a basic user charge of $5.75 per 1,000 gallons of metered water consumption from 3,000 through 5,000 gallons to be applied to users to recover OM&R costs.
(3) There shall be and there is hereby established a basic user charge of $6.90 per 1,000 gallons of metered water consumption from 6,000 gallons and greater to be applied to users to recover OM&R costs.
(J) Debt service charge.
(1) There shall be and there is hereby established a debt service charge of $2.45 per 1,000 gallons of metered water consumption from zero through 2,000 gallons to be applied to users for debt service costs.
(2) There shall be and there is hereby established a debt service charge of $6.26 per 1,000 gallons of metered water consumption from 3,000 through 15,000 gallons to be applied to users for debt service costs.
(3) There shall be and there is hereby established a debt service charge of $4.10 per 1,000 gallons of metered water consumption from 16,000 and greater gallons to be applied to users for debt service costs.
(K) Capital improvement charge.
(1) There shall be and there is hereby established a capital improvement charge of $2.19 per 1,000 gallons of metered water consumption from zero through 2,000 gallons to be applied to users for capital improvement costs.
(2) There shall be and there is hereby established a capital improvement charge of $1.78 per 1,000 gallons of metered water consumption from 3,000 through 15,000 gallons to be applied to users for capital improvement costs.
(3) There shall be and there is hereby established a capital improvement charge of $4.45 per 1,000 gallons of metered water consumption from 16,000 and greater gallons to be applied to users for capital improvement costs.
(L) Minimum charge. A minimum charge of $22.94 monthly shall be applied to all users whose water consumption does not exceed 2,000 gallons monthly. This minimum charge consists of $13.66 for OM&R costs, $4.90 for debt service costs and $4.38 for capital improvement costs.
(M) All non-metered residential users and non-metered, non-residential users of the wastewater facilities shall pay a flat rate charge of $22.94 monthly. The flat rate charge consists of $13.66 for OM&R costs, $4.90 for debt service costs and $4.38 for capital improvement costs. The flat rate charge will allow a maximum of 2,000 gallons monthly. In the event use of the wastewater facilities is determined by the village to be in excess of 2,000 gallons monthly, the village may require such flat rate user to install metering devices on the water supply or sewer main to measure the amount of service supplied.
(N) Multiple uses. A multiple user is defined as any additional number of family or commercial units located on the same premises, or being serviced through a single water meter, such as cottages, apartment buildings, trailers, more than one commercial unit in the same building or commercial and/or residential units located in the same building.
(O) Hook-up charges.
(1) Fees for new connections made to any sewer main of the village are as follows:

(2) Any custom service requests will be billed at time and material.
(P) Sewer laterals. After the installation, the village shall be responsible for the maintenance of the lateral lines between the lot line and the village sanitary sewer.
(Q) Surcharge rates. The rates of surcharges for BOD and SS shall be as follows:
(1) Per pound of BOD: $0.57 per pound; and
(2) Per pound of SS: $0.26 per pound.
(R) Computation of wastewater service charge.
(1) The wastewater service charge shall be computed by the following formula:

(2) Where:
(a) CW = Amount of wastewater service charge ($) per billing period;
(b) CM = Minimum charge for operation, maintenance and replacement (division (L) above);
(c) CU = Basic user charge for operation, maintenance and replacement (division (I) above);
(d) CD = Debt service charge (division (J) above);
(e) CC = Capital improvement charge (division (K) above);
(f) Vu = Wastewater volume for the billing period;
(g) X = Allowable consumption in gallons for the minimum charge (division (L) above); and
(h) CS = Surcharges, if applicable (division (Q) above).
(S) Waiver of charge for initial pool fill. On request, a waiving of the initial charge for wastewater service based on the capacity of the pool recorded in gallons will be allowed to persons after they acquire the required permit for a pool that will hold a volume of water of 30 or more inches in depth.
