2-4-7: LICENSE CLASSIFICATIONS, NUMBER, FEES:
The village may set from time to time as public welfare seems to warrant a limit to the total licenses to be issued in the village, except that in no event shall the village issue more than six (6) each of class A, B and C licenses. The classification of licenses authorized to be issued under this chapter and the license fees shall be as provided herein. The license fee to be paid shall be reduced in proportion to the full calendar months which have expired in the licensing year prior to the issuance of the license. All license fees, except as otherwise provided in this chapter shall be paid semiannually in advance and shall accompany the application for such license. All renewal license fees must be paid not less than ten (10) days prior to the expiration of said existing license. (Ord. 2005-07, 12-5-2005)
   A.   Class A License: A class A license shall authorize the retail sale of alcoholic liquor on the premises specified of all alcoholic liquors for consumption on the premises. Annual fee for such license shall be four hundred fifty dollars ($450.00) payable in advance or in semiannual payments. (Ord., 4-5-1982; amd. Ord. 2003-09, 4-7-2003, eff. 4-17-2003)
Class A-1 License: A class A-1 Sunday license shall authorize the retail sale of alcoholic liquor on the premises specified of all alcoholic liquors for consumption on the premises between the hours of twelve o'clock (12:00) noon and ten o'clock (10:00) P.M. on Sunday only. Annual fee for such license shall be one hundred dollars ($100.00) payable in advance or in semiannual payments. In order to obtain a class A-1 license, the applicant shall possess a current class A license.    B.   Class B License: A class B license shall authorize the sale of alcoholic liquor, excluding beer and wine, in the original package but not for consumption on the premises. Annual fee for such license shall be one hundred fifty dollars ($150.00) payable in advance or in semiannual payments. (Ord., 4-5-1982; amd. Ord. 2003-09, 4-7-2003, eff. 4-17-2003)
Class B-1 License: A class B-1 Sunday license shall authorize the retail sale of alcoholic liquor excluding beer and wine, in the original package but not for consumption on the premises between the hours of twelve o'clock (12:00) noon and ten o'clock (10:00) P.M. on Sunday only. Annual fee for such license shall be one hundred dollars ($100.00) payable in advance or in semiannual payments. In order to obtain a class B-1 license the applicant shall possess a current class B license.    C.   Class C License: A class C license shall authorize the sale of beer and wine in the original package but not for consumption on the premises. Class C-1 License: A class C-1 Sunday license shall authorize the sale of beer and wine in the original package but not for consumption on the premises between the hours of twelve o'clock (12:00) noon and ten o'clock (10:00) P.M. on Sunday only. Annual fee for such license shall be one hundred dollars ($100.00) payable in advance or in semiannual payments. In order to obtain a class C-1 license the applicant shall possess a current class C license.    F.   Class F Restaurant License: A class F restaurant license shall authorize the retail sale of alcoholic liquor on the premises provided that the following requirements are met:
      1.   The licensed premises is an establishment wherein the service of meals is the major source of income.
      2.   The sale of alcoholic liquor is in conjunction with the meal.
      3.   The sale of alcoholic liquor shall be by table service only and no bar, other than a service bar, shall be allowed on the premises. (Ord., 4-5-1982)

Class F-1 Restaurant License: A class F-1 restaurant Sunday license shall authorize the retail sale of alcoholic liquor on the premises between the hours of twelve o'clock (12:00) noon and ten o'clock (10:00) P.M. on Sunday only. Annual fee for such license shall be one hundred dollars ($100.00) payable in advance or in semiannual payments. In order to obtain a class F-1 restaurant license the applicant shall possess a current class F license.    G.   One Day Special Event License: A one day liquor license, hereinafter referred to as a "special event license", shall be authorized for the sale of beer, wine and wine coolers outside the building of a licensed premises or at such location as permitted herein under the following terms and conditions:
      1.   The special event license shall be available for only one day, either a Friday or a Saturday, and shall be operated during the hours as set forth in subsection 2-4-11C of this chapter. (Ord. 2002-8, 8-19-2002, eff. 8-29-2002)
      2.   Special event licenses will be issued at the village board's discretion. (Ord. 2005-08, 12-5-2005, eff. 12-15-2005)
      3.   The special event license shall be available only to current liquor license holders or nonprofit organizations and shall only be available for charitable fundraising purposes. A "charitable purpose" shall be defined as a purpose consistent with that required for an organization to be designated a charitable or nonprofit organization under the IRS code section 501(c)3.
      4.   Any nonprofit organization making an application hereunder shall be in existence for a minimum of two (2) years prior to the application.
      5.   The fee for the one day special event license shall be fifty dollars ($50.00) payable upon application for license. License application must be made at least sixty (60) days prior to the scheduled event and must include a stated charitable purpose. Any application shall be processed as set forth in subsection 2-4-6D of this chapter. Property owner and licensee must submit proof of liability and dramshop insurance when filing the application. The application shall include a diagram of the event area, showing specifically where alcoholic beverages will be served and showing adjoining properties and nearest residence, including a showing of distance in feet to the nearest residence.
      6.   A minimum of fifteen percent (15%) of the entire gross sales during the hours of the special event license must be donated to the stated charity. Proof of said donation must be provided to the village within ten (10) days of the date of license.
      7.   The special event license shall allow the sale of beer, wine and wine coolers in the area immediately adjacent and contiguous to the licensed premises and said area shall be entirely enclosed by fence, not less than five feet (5') in height. Other liquor sold inside the adjoining licensed premises may be brought outside to the enclosed area.
      8.   If the special event is not to be held on the premises of an existing license holder or immediately adjacent thereto, the alcoholic beverages shall be served in an area entirely enclosed by a fence not less than five feet (5') in height. The enclosed area shall have a controlled gate for ingress and egress.
      9.   No sound amplification of any kind shall be allowed in the outside enclosed area after ten o'clock (10:00) P.M. (Ord. 2002-8, 8-19-2002, eff. 8-29-2002)
