(A) The basic user charge is levied on all users to recover the operation, maintenance and replacement (OM&R) costs and shall be based on water usage as recorded by water meters. The basic user charge shall be computed as follows:
(1) Estimate the annual water volume;
(2) Estimate the projected annual revenue required to operate and maintain the facilities, including a replacement fund for the year for all works categories;
(3) Proportion the estimated OM&R costs to each user class by volume;
(4) Proportion the estimated OM&R costs to water facility categories by volume; and
(5) Compute costs per 1,000 gallons.
(B) The debt service charge is computed by apportioning the annual debt service to the estimated annual water volume as a cost per 1,000 gallons.
(C) The capital improvement charge may be levied on users to provide for capital improvements, extensions or reconstruction of the water works. The capital improvement charge is computed by apportioning the annual amount to be accrued as a cost per 1,000 gallons.
(D) The adequacy of the water service charge shall be reviewed, not less often than annually, by certified public accountants for the village in their annual audit report. The water service charge shall be reviewed annually and revised, if required, to reflect a change in local capital costs, rate of inflation changes and OM&R costs changes.
(E) The users of the water services will be notified annually, in conjunction with a regular bill, of the rate and that portion of the user charges which are attributable to the water operation, maintenance and replacement.
(F) Measurement of flow. The volume of flow used for computing basic user charges shall be the metered water consumption read to the nearest 1,000 gallons.
(G) Basic user charge. There shall be and there is hereby established a basic user charge of $5.02 per 1,000 gallons of metered water consumption to be applied to users to recover OM&R costs.
(H) Capital improvement charge. There shall be and there is hereby established a capital improvement charge of $3.01 per 1,000 gallons of metered water consumption to be applied to users to recover capital improvement costs.
(I) Debt service charge. There shall be and there is hereby established a debt service charge of $5.14 monthly to be applied to users to recover debt service costs.
(J) Meter charge. There shall be and there is hereby established a meter charge of $1.50 monthly to be applied to users to recover meter replacement costs.
(K) Minimum charge. A minimum charge of $22.70 monthly shall be applied to all users whose water consumption does not exceed 2,000 gallons monthly. This minimum charge consists of $10.05 for OM&R, $5.14 for debt service costs, $1.50 for meter replacement cost and $6.01 for capital improvement costs.
(L) (1) All non-metered residential users and non-metered non-residential users of the water facilities shall pay a flat rate charge of $22.70 monthly. The flat rate consists of $10.05 for OM&R costs, $5.14 for debt service costs, $1.50 for meter replacement cost and $6.01 for capital improvement costs.
(2) The flat rate charge will allow a maximum of 2,000 gallons monthly. In the event use of the water facilities is determined by the village to be in excess of 2,000 gallons monthly, the village may require such flat rate user to install metering devices on the water supply to measure the amount of service supplied.
(M) Multiple users. A multiple user is defined as any additional number of family or commercial units located on the same premises, or being serviced through a single water meter, such as cottages, apartment buildings, trailers, more than one commercial unit in the same building or commercial and/or residential units located in the same building. In all such cases, there shall be an additional minimum service charge for each additional unit connected to the system. The payment of the minimum charge for each additional unit shall allow the use of the quantity of water allowed for each minimum bill. After determining the total water allowance, calculated by multiplying the number of units billed times the water allowed for each unit, any water consumed in excess of the total water allowance shall be billed at the rate applicable to that particular bracket of water without further consideration to the number of units connected.
(N) Out-of-village rate. A user out of the village shall be described as any user of service to property which is located outside of the boundaries of the village. Water service must be metered and such user charge is hereby established at the rate of 200% of the regular water rate charged to resident users. The property owner requesting water service to a residence located outside of the village limits shall be responsible for all costs of purchase, installation and maintenance of the meters and service line.
(O) Meters. It shall be the responsibility of the property owner and or occupant to pay for replacement of any water meters which are damaged due to meter tampering or negligence (e.g., freezing and the like).
(P) Hook-up charges. Fees for new connections made to any water main of the village for the tap, connection fee and the meter are as follows:

(Q) Water leaks. It shall be the responsibility of the property owner to repair any leaks between the property line and the water meter. Repair of the leak must be made within 30 days from date of receipt of written notice or the water service will be disconnected from the village system. Reconnection will not be made until the leak is repaired.
(R) Computation of water service charge.
(1) The water service charge shall be computed by the following formula:

(a) CW= Amount of water service charge in dollars per billing period;
(b) CM= Minimum charge for operation, maintenance, replacement and debt service (division (G) above);
(c) CU= Basic user charge for operation, maintenance and replacement;
(d) CD= Debt service charge (division (I) above);
(e) CT= Meter replacement charge (division (J) above);
(f) CC= Capital improvement charge (division (H) above);
(g) Vu= Water volume for the billing period; and
(h) X = Allowable consumption in gallons for the minimum charge (division (J) above).
