§ 33.03 POLICE CHIEF.
   (A)   Office created. There is hereby created the office of Chief of Police. The Chief, and all regular police officers, shall be appointed by the President, with the advice and consent of the Village Board.
   (B)   Duties.
      (1)   Records and reports. He or she shall keep such records and make such reports concerning the activities of his or her Department as may be required by statute or by the Village President and Village Board.
      (2)   Serving process. No member of the Police Department except the Chief shall serve any process except on command of the Chief of the Police Department.
      (3)   Rules and regulations. The Chief of Police may make or prescribe such rules and regulations for the conduct and guidance of the members of the Police Department as he or she shall deem advisable, with the advice and consent of the President and the Village Board, and such rules shall be binding on such members. The respective rank and grade of the members, as to superiority within the Department, may be prescribed by regulation.
      (4)   Stolen property, custody. The Chief of Police shall be the custodian of all lost and abandoned or stolen property in the village.
