Of the seven (7) members three (3) shall serve for a period of three (3) years, two (2) for a period of two (2) years, two (2) for a period of one year, etc. Thereafter, such members shall serve for a period of three (3) years. Vacancies shall be filled by appointments for unexpired terms only. All members of the Commission shall serve without compensation except that, if the Village Board of Trustees deems it advisable, they may receive such compensation as may be fixed from time to time by said Village Board of Trustees and provided for in the appropriation ordinance.
