(A) Permit required.
(1) It shall be unlawful for any person, firm or corporation to construct, enlarge, alter, remove or demolish any building or structure within the fire limits of the village, including alterations for roofing, siding or windows, unless a building permit is first obtained from the village in accordance with this Chapter 150.
(2) It shall be unlawful for any person, firm or corporation to construct, enlarge, alter, remove or demolish any building or structure outside of the fire limits of the village, or where the roofline of any building or structure is relocated or altered, unless a building permit is first obtained from the village in accordance with this section.
(3) (a) For purposes of this Chapter 150, a STRUCTURE refers to anything that is constructed or built from different interrelated parts with a fixed location on the ground, and shall be deemed to include, but not be limited to, garages, porches, patios, storage sheds, decks and fences.
(b) Notwithstanding the foregoing, a paved driveway or sidewalk shall not constitute a structure.
(B) Applications. Applications for such permits shall be made to the Clerk and shall be accompanied by plans and specifications in duplicate showing the work to be done; such plans shall be verified by the signature of either the owner of the premises or by the architect or contractor in charge of operations.
(C) Approval of plans. Such applications with the plans shall be referred to the Committee on Buildings, who shall examine the same to determine whether the proposed operations will comply with the ordinance provisions relating thereto. Upon approval, one set of plans shall be returned by the Committee on Buildings. No permit shall be issued except after approval of the plans and payment of the fee herein provided for. Only the Committee on Buildings has the authority to approve and issue such permit.
(D) Building permit fees. The fees for building permits shall be as follows:

(E) Residential mobile home trailer park license and permit fee. The annual license and permit fee for a mobile home trailer park, as provided in Ordinance 0-71-2, shall be $100 plus $5 for each mobile home trailer within said park. Any increase in the number of mobile home trailers within the park shall be immediately reported to the Village Clerk and the additional fee shall be paid before the mobile home trailer is connected to any water or sanitary facilities.
(F) Miscellaneous. No permits shall be granted under this section if the applicant owes any outstanding balance to the village under the village code or if a citation for a village code violation has been issued and is pending against the applicant. In the event work is commenced on any permit-required project prior to the approval of a permit, the cost of the building permit to be obtained pursuant to division (D) above shall be increased $200 above the applicable fee.
(G) Duration. The building permit shall become void one year from the date of issuance unless substantial progress has been made by that date on the construction or alteration authorized therein. A building permit may be renewed without fee upon review by the Committee on Buildings before it becomes void.
