§ 116.03 GENERAL STANDARDS.
   In addition to compliance with the requirements of the Act, every mobile home park shall comply with the following general standards.
   (A)   Every mobile home park shall be managed by a responsible individual whose name, address and telephone number shall be on file at all times with the village. The manager shall be responsible, along with the licensee, for violations of any provisions of this chapter or the Act.
   (B)   An adequate supply of drinking water from the village’s water supply facilities shall be available to meet the requirements of the mobile home park. All connections shall comply with applicable village ordinances relating to the water supply for homes.
   (C)   Every mobile home park shall be maintained in a clean and sanitary condition and shall provide for the collection or removal of garbage and other waste material on at least a weekly basis.
   (D)   Each individual lot within the mobile home park shall abut or face a private or public street. All streets shall have unobstructed access to a public street.
   (E)   Mobile home parks shall be kept adequately lighted at all times with lighting fixtures that are in good working order and of sufficient wattage for the safety of occupants and visitors.
   (F)   An accurate record shall be kept of all mobile homes, including the name of the owner, the date of arrival, make, model and registration information regarding the mobile home and towing vehicle, the license number, and the square footage of floor space.
