6-3-9: SPEED RESTRICTIONS:
No person shall drive any vehicle upon any public highway or street at a speed greater than thirty (30) miles per hour within the corporate limits of the village unless otherwise posted. In areas posted with a lesser speed limit, no person shall drive any vehicle on any street or public highway within said area at a speed greater than posted. If a vehicle exceeds the speed restrictions set forth herein, such a rate of speed shall be prima facie evidence that the person operating such motor vehicle is running at a rate of speed greater than is reasonable and proper having regard to the traffic and use of the way or so as to endanger life or limb or injure the property of any person.
The fact that the speed of the vehicle is lower than the foregoing prima facie limits shall not relieve the driver from the duty to decrease speed when approaching and crossing an intersection, when approaching and going around a curve, when approaching a hillcrest, when traveling upon a narrow or winding roadway, or when special hazards exist with respect to pedestrians or other traffic or by reason of weather or highway conditions, and speed shall be decreased as may be necessary to avoid colliding with any person or vehicle, or on entering the highway in compliance with legal requirements and the duty of all pedestrians to use due care.
