Prohibited conduct includes behavior, conduct or activity at any village park that violates federal, state or local law, ordinance, rule or regulation, including, but not limited to, the following.
(A) No person shall be in a village park during hours of closure, except in conjunction with an activity programmed or scheduled by the village. Groups may reserve the use of park shelters by registering with the Village Clerk.
(B) No person subject to an ejection or exclusion order shall be present in the village parks.
(C) No person shall discharge any fireworks in the village parks without a special events permit. No person shall discharge any firearms.
(D) No person shall utilize the personal property, fixtures, toilets and equipment of the village, including all chairs, benches and tables, in any manner other than for the purpose for which they are designed and customarily used. No person shall stand upon any chairs, benches or tables or sit or lie on the top of any table or on the back of any chair or bench.
(E) No person shall take, remove, destroy, break, cut, injure, mutilate or deface in any way, or attach anything to, any building, structure, monument, statue, wall, fence, railing, chair, bench, table or any other personal property, fixtures or equipment of the village. No chair, bench, table or any other personal property, fixtures or equipment shall be moved from their designated location.
(F) No person shall deposit objects of any kind, other than human waste or toilet tissue, in the toilets or plumbing fixtures of the restrooms located within the village parks.
(G) No person shall drive or ride upon the grass or footways or elsewhere other than upon the designated roads for the use of vehicles.
(H) No person shall remove, destroy, break, injure, mutilate or deface in any way any tree, shrub, fem, flower, plant or other vegetation.
(I) No person shall chase, kill, set snare for, catch or attempt to catch any squirrels, birds, fish or any other animal being in the village parks or kept therein.
(J) No person shall paste, affix or inscribe any handbill or poster on any structure or property in or upon on any of the village parks.
(K) No person shall use obscene or abusive language or gestures, or threaten violence or injury to the person or property of others, in a manner intended and likely to incite or produce an immediate breach of the peace or violent or disorderly response.
(L) Smoking or any use of a tobacco product is prohibited in village parks, except at locations designated by the village. For purposes of this division (L), SMOKING AND TOBACCO are defined to include, but are not limited to, cigarettes, cigarillos, cigars, clove cigarettes, e-cigarettes, nicotine vaporizers, nicotine liquids, hookahs, pipes, chew, snuff, smokeless tobacco and cannabis.
(M) No person shall sell any article or product whatsoever, except when authorized in advance by the village.
(N) No person shall fasten any animal to a tree within the village parks.
(O) Gambling is prohibited in the village parks.
(P) No person shall make a fire for any purpose on the grounds of any of the parks except a park employee when so directed by his or her superiors.
(Q) (1) All dogs and other animals must be on a leash. Clean-up after a pet is required, with proper means of disposal for the feces of the dog or other animal.
(2) DISPOSAL is defined, for the purposes of this section, as the prompt removal of feces by means of a bag, scoop or other device and an eventual disposal at a garbage receptacle.
(R) No person shall allow their dog or other pet or domestic animal to bite or in any way molest or annoy other park visitors. No person shall permit their dog or other pet or domestic animal to bark repeatedly or otherwise disturb the peace and tranquility of the park.
(S) No person shall trespass on any grounds enclosed with a wire, rail or other fence in any of the parks.
(T) No person shall unreasonably disturb any picnic or intrude himself or herself upon it without the consent of those composing it.
(U) No person shall throw, scatter or leave any paper, trash, garbage or any rubbish or materials whatsoever in any park, but all such matter shall be deposited at once in receptacles provided for that purpose.
(V) No person shall make or cause to be made any excessively or unusually loud noise. No person shall play or operate any sound amplification device including radios, television sets, turntables, CD players, cell phones, public address systems, amplified musical instruments, portable speakers or generators or any other loud noise generating device. This section shall not apply to the playing of any music instrument, public speaking or the amplification thereof, in conjunction with an activity programmed or scheduled by the village or as approved by a special events permit.
(W) No metal detectors allowed, no digging on park grounds without approval of the village.
