No owner or owners in any single dwelling unit shall keep more than three dogs or three cats or any combination thereof totaling three in said single dwelling unit. Provided, however, that the above limitation shall not apply for a period of 90 days from the date of birth of offspring of dogs or cats in a dwelling unit. The number limitation does not apply to hospitals, clinics or other facilities operated by a licensed veterinarian for the care and treatment of animals. Owners keeping more than three dogs or cats in any single dwelling unit on the date of passage of this chapter shall be allowed to keep those animals for the remainder of their natural lives regardless of the limitation specified above.
