§ 95.07 RABIES.
   Wherever the Village President shall deem it advisable for the prevention of rabies, or when ordered by the Illinois Department of Agriculture, he or she may issue his or her proclamation requiring all dogs or other animals which can be regulated pursuant to state law within the village to be confined in an enclosure, or to be muzzled, for such time as he or she may in his or her proclamation designate; and whoever permits any animal to run at large, or remain at large unmuzzled, contrary to the terms of the proclamation, whether the animal is licensed or not, shall be deemed guilty of a misdemeanor, and such animal so running at large may be destroyed by or under the direction of the Chief of Police.
