§ 95.03 INSPECTIONS.
   (A)   Commercial kennels. The Administrator shall cooperate with and assist, when necessary, the Illinois Department of Agriculture in inspections and enforcement of state laws, rules and regulations regarding commercial kennels.
   (B)   Access to premises. For the purpose of carrying out the provisions of this chapter and making inspections hereunder, the Administrator, his or her authorized representative or any law enforcement officer may enter upon private premises, provided that the entry shall not be made into any building that is a person’s residence, to apprehend an animal running at large which is prohibited from doing so, or a dog or other animal thought to be infected with rabies. If after request therefor, the owner of such dog or other animal shall refuse to deliver the dog or other animal to the officer, the owner shall be in violation of this section and the Illinois Animal Control Act, being 510 ILCS 5.
