§ 95.01 GENERAL PROVISIONS.
   (A)   Policy and purpose. The purpose of this chapter is to provide protection for the people of the village, to ensure their health, safety and welfare, and to provide harmonious relationships between people and animals by:
      (1)   Protecting the residents of the village from rabies by specifying such preventive and control measures as may be deemed necessary;
      (2)   Providing security to residents from annoyance, intimidation and injury from dogs and other animals;
      (3)   Encouraging responsible pet ownership; and
      (4)   Providing for the assessment of penalties for violations and for the enforcement and administration of this chapter.
   (B)   Animal control officers. The Administrator may appoint as many animal control officers to aid him or her as authorized by the Village Board. The compensation for the Administrator, Deputy Administrators and animal control officers shall be fixed by the Village Board.
   (C)   Animal control facility. The village shall provide necessary personnel, training, equipment, supplies and facilities, and shall operate animal control facilities or contract for their operation as necessary to effectuate the program. The Village Board may enter into contracts or agreements with persons to assist in the operation of the program.
