Upon the failure, neglect or refusal of any owner, or the agent of any owner, who has been notified pursuant to this chapter to cut, destroy or remove the weeds growing or located upon said owner’s real estate within five days after service of said notice, the Chief of Police or the building official is hereby authorized and empowered to provide for the cutting, removal and destroying of said weeds either by employees of the village or by persons contracted to perform such services on behalf of the village. The village shall be entitled to collect all removal costs incurred pursuant to this section from the owner or owners of the affected real estate.
