(A) Standing committees.
(1) The following shall be the standing committees of the Village Board:
(a) Committee on Planning;
(b) Committee on Finance;
(c) Committee on Streets and Alleys;
(d) Committee on Buildings, Grounds, Parks and Zoning;
(e) Committee on Ordinances;
(f) Committee on Police, Public Health and Civil Defense; and
(g) Committee on Sewer and Water.
(2) In addition, the Village Board, meeting as a committee on the whole, shall constitute the Liquor Commission for the village.
(B) Special committees. The President shall appoint such special committees as he or she may deem necessary or as may be directed by the Village Board.
(C) Membership in committees. The President shall appoint the members of all standing and special committees, in the absence of specific direction by the Village Board, and shall designate the Chairpersons thereof.
(D) Duties of committees.
(1) Committee on Police, Public Health and Civil Defense. There shall be a committee on Police, Public Health and Civil Defense, appointed by the Village President with the advice and consent of the Village Board of Trustees. The Village President shall be Chairperson of said Committee.
(a) Duties. Said Committee shall have the powers of police officers and conservators of the peace and shall see to the enforcement of all health rules. It shall examine all cases of contagious diseases arising in the village, and shall see to the enforcement of quarantine rules and determine the time for raising the quarantine. It shall give to the Village Board information and advice concerning the health of the village, and shall perform such other duties as may be assigned to it by the Board.
(b) Analysis, inspections. It shall be the duty of said Committee to make analysis of any food or drink alleged to be tainted or unwholesome, and to analyze the drinking water of the village, whenever requested to do so by the Board. The Committee shall assist in the enforcement of all ordinances relating to the sale or storage of food and drink intended for human consumption, and shall make or cause to be made such tests and analyses and inspections as may be necessary for this purpose.
(2) Committee on Building, Grounds, Parks and Zoning. There is hereby created the Committee on Buildings, Grounds, Parks and Zoning which shall be appointed by the President with the consent of the Village Board.
(a) General duties. It shall be the duty of said Committee to see to the enforcement of all ordinance provisions relating to building or zoning and to inspect all buildings or structures being erected or altered as frequently as may be necessary to insure compliance with the village ordinances.
(b) Stop order. The Committee shall have the power to order all work stopped on construction or alteration or repair of buildings in the village when such work is being done in violation of any provision of any ordinance relating thereto, or in violation of the zoning ordinance. Work shall not be resumed after the issuance of such an order except on their written permission, provided, that if the stop order is an oral one, it shall be followed by a written order within an hour. Such written stop order may be served by any police officer.
(c) Entry powers. The Committee shall have the power to make or cause to be made entry into any building or premises where the work of altering, repairing or constructing any building or structure is going on, for the purpose of making inspections, at any reasonable hour.
(3) Committee on Sewer and Water. There is hereby created the Committee on Sewer and Water, an executive committee of the village, which shall be appointed by the President with the advice and consent of the Village Board.
(a) Waterworks and sewers. The Committee on Sewer and Water shall have charge of the operation of the waterworks system, sewers and drains in any public street or other place belonging to the village. Care of the waterworks system, sewers and drains shall be under the Committee on Sewer and Water, which shall be charged with the repair and operation of the same.
(b) Public property. The Committee on Sewer and Water shall have charge of the repair, care and maintenance of all public streets, alleys and sidewalks, and other public places in the village. All public property and buildings not assigned by ordinance to some other officer shall be in the custody of the Committee on Sewer and Water and it shall have charge of the care, maintenance and repair of such property and buildings.
