§ 75.02 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ALL-TERRAIN VEHICLE (ATV). Any motorized off-highway device designed to travel primarily off-highway, 50 inches or less in width, having a manufacturer’s dry weight of 1,500 pounds or less, traveling on three or more non-highway tires, designed with a seat or saddle for operator use, and handlebars or steering wheel for steering control, except equipment such as lawnmowers.
   GOLF CART. A vehicle specifically designed and intended for the purposes of transporting one or more persons and their golf clubs or maintenance equipment while engaged in the playing of golf, supervising the play of golf, or maintaining the condition of the grounds on a public or private golf course.
   LOW-SPEED VEHICLE. Any four-wheeled vehicle with a maximum speed greater than 20 mph but not greater than 25 mph that conforms with the federal motor vehicle safety standards set forth in 49 C.F.R. Part 571.500.
   NEIGHBORHOOD VEHICLE. A self-propelled, electric-powered, four-wheeled motor vehicle (or a self-propelled, gasoline-powered, four-wheeled motor vehicle with an engine displacement under 1,200 cubic centimeters) that is capable of attaining in one mile a speed of more than 20 mph, but not more than 25 mph, and which does not conform to federal regulations under 49 C.F.R. Part 571.500.
   NON-HIGHWAY VEHICLE.
      (1)   A motor vehicle not specifically designed to be used on a public highway, including:
         (a)   A golf cart;
         (b)   A neighborhood vehicle; and
         (c)   A recreational off-highway vehicle (UTV).
      (2)   The definition of NON-HIGHWAY VEHICLE shall not include an off-highway motorcycle and an all-terrain vehicle (ATV).
   OFF-HIGHWAY MOTORCYCLE. Any motorized device designed to travel primarily off highway on two wheels, having a seat or saddle for the use of the operator, upon or by which any person, persons or property may be transported or drawn.
   RECREATIONAL OFF-HIGHWAY VEHICLE (UTV). Any motorized off-highway device designed to travel primarily off-highway, 64 inches or less in width, having a manufacturer’s dry weight of 2,000 pounds or less, traveling on four or more non-highway tires, designed with a non-straddle seat and a steering wheel for steering control, except equipment such as lawnmowers.
   ROADWAY(S). Any streets, roadways and alleys within the village limits. ROADWAYS shall not include the sidewalks, parking lots and other similar surfaces located within the village limits. ROADWAYS shall also not include any highway under the jurisdiction of the state.
