§ 30.02 MEETINGS.
   (A)   Regular meetings. The regular meetings of the Village Board shall be held on the first and third Mondays in each month at the hour of 7:00 p.m. in the Village Hall. If the regular meeting falls on a legal holiday, the meeting shall take place on the next day at the same hour and place. Adjourned meetings may be held at such other times as the Village Board may determine. Notice of all meetings shall be given by the Village Clerk in accordance with the Open Meetings Act, being 5 ILCS 120, of the state.
   (B)   Special meetings. Special meetings of the Village Board may be called by the President or three Board members; provided that a written notice of such meeting shall be given to each member of the Board at least 24 hours before the time set for the meeting. In case all of the elected members of the Board are present at any special meeting then the requirement of notice shall be unnecessary and shall be deemed waived.
   (C)   Quorum. A majority of the elected members of the Village Board shall constitute a quorum thereof, but no ordinance shall be passed except upon the favorable vote of a majority of the elected members as is provided by statute.
   (D)   Disturbing meetings. It shall be unlawful to disturb or interrupt any regular or special meeting of the Village Board or any meeting of any commission, committee or board of the village. Any person violating any provision of this division (D) may be prosecuted as provided by law and may be summarily removed from the Village Board chambers and Village Hall or such other place where the meeting is held.
