10-4-2: PLANS, PROFILES AND SPECIFICATIONS:
   A.   Publications Adopted: Plans, profiles and specifications for all improvements required by this chapter shall be in accordance with the standards and specifications set forth herein. All public improvements shall meet the specifications and details as contained in the publications entitled:
      1.   "Standard Specifications For Water And Sewer Main Construction In Illinois" fifth edition, dated May, 1996, and all revisions thereto as published by the Illinois Society of Professional Engineers;
      2.   "Standard Specifications For Road And Bridge Construction" dated January 1,1997, and "Supplemental Specifications And Recurring Special Provisions" dated January 1, 1998, as published by the Illinois department of transportation;
      3.   "Manual Of Procedures For The Administration Of The Sewer Permit Ordinance" of the metropolitan water reclamation district of greater Chicago, adopted April 7, 1994, and as a supplement thereto;
      4.   "Specification And Details For The Design And Construction Of Public Improvements Within The Village of Forest Park, Illinois" as prepared by Edwin Hancock Engineering Company. Effective January 1, 1998, and as amended February 9, 1998.
   B.   Other Additional Improvements And Specifications:
      1.   Pavement Width: The minimum width of the paved roadway, face to face of curbs, shall be as follows:
 
Minor street
Not less than 26 feet
Collector streets
Not less than 36 feet
Industrial streets
Not less than 42 feet
Secondary streets
Not less than 42 feet
Primary streets
Not less than 42 feet
Minor streets bordering on properties designated or planned for uses which will substantially increase vehicular traffic (e.g.,schools, recreation areas, public and semipublic buildings, commercial areas)
Not less than 30 feet
 
      2.   Street Name Signs: A four-way street name sign be erected at each street intersection in the subdivision at locations approved by the village engineer. The type of sign and its installation shall conform to the following general specifications:
Sign material and mounting shall be of rust-resisting metal;
Sign shall be baked enamel finish, black embossed letters three and one-half inches (31/2") high on white background;
Sign mounting shall consist of either a two inch (2") diameter galvanized pipe ten feet (10') in length embedded in a concrete base extending three feet (3') below ground level, or if light poles are conveniently located, an extension bracket approved by the village engineer may be used from the pole; and
Other sign and installation of equivalent durability and legibility, as approved by the village engineer.
No improvements shall be made, installed or constructed unless and until all such plans, profiles and specifications shall have been submitted to and approved by the village engineer, and such county, state and other public officials as may be concerned or have jurisdiction therein.
   C.   File Plans: Upon completion of the installation of improvements in a subdivision, one set of tracings on cloth suitable for use in reproduction and showing all improvements as actually installed in the field (as-built plans) shall be filed with the village engineer.
   D.   Utility Line Installation: All communication, power and other utility lines, except power lines carrying twelve thousand (12,000) volts or more, shall be placed underground within easements or dedicated public ways. The installation of such facilities shall be made in compliance with applicable orders, rules and regulations of the state commerce commission now or hereafter effective, and the owner or subdivider of any property to be served from such underground installations shall be responsible for compliance with the rules and regulations, now and hereafter effective and filed with such commission pursuant to the Illinois public utilities act 1 , of any public utility whose services will be required with respect to the provisions of such underground facilities.
