In accordance with this chapter, and unless otherwise prohibited by law, each person who occupies, uses, or seeks to occupy or use the rights-of-way to operate a small cell facility or wireless support structure in the right-of-way, or who has, or seeks to have, a small cell facility or wireless support structure located in any right-of-way, shall apply for and obtain a Certificate of Registration for the system pursuant to this chapter.
