§ 132.15 OBSTRUCTION OF PEDESTRIANS AND VEHICLES.
   No person shall stand or loiter on any sidewalk, street, or public place in a manner so as to block or obstruct the free passage of pedestrians or vehicles in the lawful use of the sidewalks, streets, or public places. Whoever violates this section is guilty of a minor misdemeanor.
