(A) The applicant must serve a written notice of appeal upon the City Finance Director no later than ten days after the date of the written notice of denial or revocation is sent by the City Finance Director.
(B) The City Finance Director shall have the authority to conduct a hearing and to affirm, modify, or reverse the denial or revocation.
(C) The City Finance Director shall notify the applicant in writing of the final decision.
