The owner of each public vehicle shall submit to the City Manager on application for a license, and every three months thereafter, evidence satisfactory to the City Manager that each such vehicle has been approved as a safe and fit conveyance within a period of three days before such submission, by a recognized installation for the testing of motor vehicles which is approved by the City Manager. If the owner of any such vehicle fails to supply such evidence as required herein, the City Manager shall refuse to issue a license or forthwith revoke the existing license, whether obtained by the applicant for an individual vehicle or by a taxicab company for a group of vehicles, and notify the owner thereof, as the case may be.
