No license shall be issued, granted, or renewed unless the Chief of Police shall first make a finding in writing and filed with the City Manager, that the issuance of the license will not be derogatory to the public health, safety, or morals within the city. If the Chief of Police is unable to make such finding of fitness, he shall set forth the reasons for his refusal so to find.
