(A) Prior to any tree removal or commencement of construction on a site, the following uniform colored ribbon system shall be used:
(1) Blue for trees to be saved.
(2) Red for trees to be removed.
(B) In heavily wooded areas, the Administrator may give permission to mark large groups of trees to be removed or saved with appropriately colored ribbon along the perimeter of the area.
