(A) The Administrator shall review all plans and supporting data and take one of the following actions: approve, approve with conditions or disapprove.
(B) Upon agreement between the Administrator and applicant regarding proposed tree removal, protection and replanting plans, tree approval shall be issued specifying such plans for the site.
(C) Tree approval does not authorize any development activity until such time as development plan approval is granted.
