It shall be unlawful for any property owner, tenant, or person having control of property within the city to have on any property or to allow to remain open in a dangerous condition for a period of more than 60 days any well, in use or abandoned, any basement, pit, hole, or excavation where water might accumulate or where a danger to persons or property exists.
