(A) No person, whether owner or occupant, shall abandon any property within the city, without first removing or having removed, all garbage, refuse, junk or discarded items from the interior and exterior of the property.
(B) The owner or person having charge or management of the property is to be notified in writing, at least seven days before the owner or occupant of the property is to abandon it, in order for the proper steps to be taken to secure and maintain said property.
(C) The property owner has final responsibility to remove all garbage, refuse, junk, or other discarded items from the interior and exterior of the property.
