§ 96.32 IMPROPER DRAINAGE.

It shall be unlawful at any time for the owner, occupant, or person in charge of any lot or parcel of ground to cause or permit any water to accumulate thereon and become stagnant, to permit culverts, drains, or natural watercourses thereon to become obstructed, or to cause or permit any offensive or unsanitary substance to accumulate thereon.
