§ 96.31 BUILDINGS, OFFENSIVE ODORS, SUBSTANCES.
   It shall be unlawful for any person to erect, use, or maintain any building, structure, or place for the exercise of any animal, or to occupy any dwelling, which by occasioning noxious smells or the exhalation of offensive smells, becomes injurious to the health, comfort, or property of individuals or the public, or causes or allows any offal, filth, or other offensive substance to be collected or remain in places to the damage or prejudice of others, or to the public.
