§ 96.26 NOTICE; HEARING RESTRICTION.
   The owner or harborer so notified shall be afforded an opportunity to appear before the Mayor's Court, at which time the Court shall determine whether the subject's dog or cat did, in fact, commit the offensive acts alleged. The owner or harborer of the dog or cat shall be entitled to be present in person or by counsel, to present evidence and to cross-examine witnesses. On a finding that an offense has been committed, the Mayor may enter an order determining that the offending dog or cat is a restricted pet for such period of time as shall be deemed necessary to protect the safety of persons and property within the city. In addition, any owner or harborer found guilty of this offense shall be deemed guilty of a minor misdemennor.
