The City Manager may issue an order of quarantine when he deems it necessary in the public interest. Such order shall make it unlawful, for a specified time, for an owner or keeper to allow his dog to be on any street or place without a proper muzzle and on a leash. The order shall be posted at all posting places in the city for as long as necessary.
