No person shall dump combustible waste material on any public or private property other than on any authorized private landfill or disposal sites. Combustible waste material may be dumped on authorized private landfills or disposal sites subject to criteria prescribed by the Director of Public Works. No person shall dump dirt or other noncombustible material of any kind on any public or private property within the city without the written permission of the owner or lessee thereof.
