§ 93.03 USE OF PARKS.
   (A)   All parks and recreational facilities owned by the city are provided for the exclusive use of the residents of the city. Exceptions to this usage may be authorized by the Park and Recreation Commission in the following instances:
      (1)   Nonresident athletic teams, when competing against Greenhills-Forest Park teams or other Forest Park teams, may play games on city-owned recreational facilities.
      (2)   Use by other nonresident groups may be authorized by the Park and Recreation Commission when a particular facility is not scheduled in advance for use by the residents of the city. When appropriate, a fee will be charged for the use of the facility to cover necessary maintenance and other appropriate expense for the time used.
   (B)   The parks, including parking areas, shall be closed to use from dusk until 6:00 a.m. except as posted or pursuant to an issued permit. All permits shall be issued in such a manner as to assure the designation of a responsible individual.
   (C)   Assignment and scheduling of facilities and issuing of permits for use of facilities will be made by the Park and Recreation Commission.
   (D)   Except for events scheduled by the Park and Recreation Commission, the parks, recreational areas, and recreational facilities shall be available to residents of the city on a first come-first serve basis, except as otherwise provided by the Park and Recreation Commission.
   (E)   Organized resident sports groups may have priority use of all baseball, softball, and soccer fields and tennis courts located on city-owned park and recreational facilities during their particular athletic season. Requests for usage by the groups shall be submitted in writing to the Park and Recreation Commission.
