Upon notification from the Public Works Director that any opening so made has been satisfactorily closed and restored, the Finance Director shall refund to the person who posted the same the deposits specified in § 92.02. If upon inspection by the Public Works Director, he finds such opening not to be properly closed and restored, he shall give the person making such excavation or the one who caused the excavation to be made notice to restore the surface to his satisfaction within a period of five days or the city will do so and charge the expense against the deposit so posted.
