§ 92.03 OPENING OR EXCAVATION REQUIREMENTS.
   The following general requirements will apply to all persons who make or cause to be made any opening or excavation in any of the streets, sidewalks, or rights-of-way within the city:
   (A)   All street and curb cuts must be outlined first with a diamond point saw which will insure a neat patch.
   (B)   All excess material excavated must be hauled away from the site.
   (C)   All backfill must be granular backfill well compacted to paving subgrade.
   (D)   Paving must be replaced with a similar material to that removed and in the unpaved areas, the surface should be left in comparable condition to that prior to such excavation.
   (E)   Any such opening within the right-of-way shall be adequately fenced, signed and lighted. Fences, signs and lights shall be securely and conspicuously placed in or near such excavations, one at each end of the space so excavated and if the opening exceeds 20 feet in length, the person making such excavation or causing same to be made shall cause additional warning devices to be placed for each additional 20 feet in length or portion thereof so excavated or open and shall keep lights burning the entire night. Lights must be flashing yellow lights or other similar warning devices. Traffic-control warning signs required shall be determined by the City Manager. Signs and lights shall conform to the Uniform Code of Traffic Control of the state.
