§ 92.01 WRITTEN APPLICATION REQUIRED.
   (A)   No person, public agency, or company, except in emergency situations, shall make or cause to be made any excavation or opening in any paved street, sidewalk, curb and gutter, or in the unpaved portion of the right-of-way in the city without first submitting a written application to the City Manager or his designated representative, stating the work desired to be done and the estimated time and cost of the improvement. When any emergency situation exists, the person or company making or causing to be made the excavation or opening shall submit the application during the next normal day of business of the city.
   (B)   The City Manager or his designated representative shall approve all work and issue all permits. Except in emergency situations, no work shall begin without the approval of the City Manager or his designated representative.
   (C)   Any homeowner or property owner making normal repairs on his existing sidewalk or driveway approaches need not pay the permit fee charge or be required to make an advance deposit, but shall be required to obtain a street opening permit and comply with all other provisions of this chapter. If the normal repairs on sidewalks or driveway approaches are made by any person or company other than the homeowner or property owner, the person or company making these repairs shall not be charged a permit fee, but must obtain a permit and make an advance deposit, before any work is started.
