(A) It shall be unlawful for pedestrians to gather and remain in crowds or assemblies or at or about any point or place, or to move in crowds or assemblies from place to place, upon the roadways or sidewalks, in such numbers and in such manner as to interfere with ordinary vehicular or pedestrian traffic.
(B) No person shall congregate with others on the sidewalk, street corner or within the parks or public grounds, with intent to provoke a breach of the peace, or whereby a breach of the peace may be occasioned by the serious annoyance to another person or persons or by threatening, insulting or abusive conduct, and refuse to move on when ordered by a police officer.
